Hawaii's Educator Effectiveness System

The EES is the statewide framework the Hawaii State Department of Education uses to evaluate every teacher. It combines Teacher Practice with Student Growth and Learning, and rests the classroom observation on the Charlotte Danielson Framework for Teaching. Two Equally Weighted Measures

The EES combines two measures, each counting for half of a teacher's annual effectiveness rating. EX pre-configures both so evaluators record the evidence in one place.

Danielson Framework for Teaching

Classroom Observations on the Danielson Framework

EES classroom observations rest on the four domains of Charlotte Danielson's Framework for Teaching. The domains are pre-built in EX in Education, so Hawaii evaluators can observe, score, and generate evidence against the framework from day one. Districts focus observations on the components the Department selects each year.

Differentiated by tenure and cycle: Tenured teachers rated Effective or better are on a five-year comprehensive evaluation cycle, on-cycle at least once every five years, while non-tenured teachers and teachers rated less than Effective receive an annual comprehensive evaluation. The EES runs on a Beginning conference, an optional Mid-Year conference, and an Ending conference. EX tracks each teacher's track, on-cycle year, and conferences with reminders so districts stay on schedule.

EES Effectiveness Ratings, Tracked Over Time

The EES produces one of four overall effectiveness ratings. EX in Education records each rating, ties it to the evidence behind it, and carries it forward so growth is visible from one cycle to the next.

Under the EES, tenured teachers rated Effective or better move onto a five-year comprehensive evaluation cycle, with a full evaluation once every five years and a focus on feedback and growth in the other years. Non-tenured teachers and teachers rated Marginal or Unsatisfactory are evaluated annually and are typically supported with professional development plans and mentoring. EX in Education keeps each teacher's rating history, cycle schedule, and improvement plans in one place, and routes the ones who need support into coaching cycles so a rating leads to next steps, not just a score.
