In short: Oklahoma evaluates teachers through TLE (Teacher and Leader Effectiveness), built on a qualitative classroom-observation component scored on a state-approved model chosen districtwide. Common models include the Tulsa TLE model, which scores five dimensions (Classroom Management, Instructional Effectiveness, Professional Growth and Continuous Improvement, Interpersonal Skills, and Leadership), the Marzano model, and the TAP System, with an emphasis on a Professional Learning Focus.

Oklahoma's TLE Evaluation Framework

Teacher and Leader Effectiveness is Oklahoma's system for evaluating teacher performance. Each teacher's TLE rating is built on a qualitative component, scored on a state-approved framework across five dimensions. A quantitative student-growth component is now optional: since 2015 districts are no longer required to include it, and the system emphasizes professional growth. In EX in Education, that framework is the doorway into a connected system for coaching, PD, and retention.

TLE: 5 Dimensions

Oklahoma districts score the qualitative component on a state-approved framework. The five TLE dimensions come pre-configured in EX, so evaluators observe and score against the indicators without rebuilding forms.

  • Classroom Management
  • Instructional Effectiveness
  • Professional Growth and Continuous Improvement
  • Interpersonal Skills
  • Leadership

Qualitative, with an Optional Quantitative Measure

TLE centers on qualitative observation. Since 2015, districts are no longer required to include a quantitative student-growth measure, though they may choose to, and the system now emphasizes professional growth. EX tracks the observation evidence and any measure your district uses.

  • Qualitative component on a state-approved framework
  • Optional quantitative student-growth measure (district choice)
  • Student Learning Objectives and approved measures
  • Components combined into one effectiveness rating

A state-approved qualitative framework: Under Oklahoma TLE, districts select a qualitative evaluation framework from the state-approved list, such as the Tulsa, Marzano, or TAP models. The five dimensions shown here reflect the widely used Tulsa model. The number of observations and the evaluation cycle are set by district policy within Oklahoma State Department of Education guidelines. EX supports the framework and observation structure your district uses, and adapts as your plan changes.

TLE Effectiveness Ratings, Tracked Over Time

TLE produces an overall effectiveness rating based on the district's adopted qualitative framework, and includes a student growth measure only when the district elects to use one. EX in Education records each rating, ties it to the evidence behind it, and carries it forward so growth is visible from one cycle to the next.

S

Superior

Exceptional performance across all dimensions with strong evidence of student growth

HE

Highly Effective

Exceeds expectations with consistent evidence of positive student growth

E

Effective

Meets all TLE expectations with evidence of student learning and growth

NI

Needs Improvement

Shows areas requiring development with limited evidence of student growth

I

Ineffective

Does not meet expectations and requires intensive support and improvement planning

Each teacher receives an overall TLE effectiveness rating based on the qualitative dimensions, plus an optional student growth measure where the district uses one. Teachers rated Needs Improvement or Ineffective are supported with a structured improvement plan. EX in Education keeps each teacher's rating history, dimension scores, and improvement plans in one place, and routes the ones who need support into coaching cycles so a rating leads to next steps, not just a score.

Consistent across schools

Standard TLE frameworks and processes help evaluators score consistently, whether it is one building or the whole district.

Growth you can see

Effectiveness ratings, goals, and coaching history sit together, so progress is visible over time instead of scattered across files.

Retention, not just ratings

When feedback connects to PD, goals, and support, teachers keep developing, and districts keep the ones they worked hard to hire.

How AI Supports TLE Evaluations

AI in EX in Education helps evaluators work through TLE faster while keeping every judgment in human hands. It drafts and organizes, evaluators decide.

Draft Feedback From Evidence

Turn observation notes into clear, dimension-aligned feedback that the evaluator reviews and edits before it is shared.

Organize Evidence by Dimension

Sort notes and artifacts against the five TLE dimensions, so nothing is missed when it is time to score.

Suggest Growth Next Steps

Surface coaching moves and PD ideas tied to what an observation revealed, ready for the evaluator to assign.

Oklahoma TLE: frequently asked questions

What is Oklahoma's TLE system?

TLE, the Teacher and Leader Effectiveness evaluation system, is Oklahoma's statewide teacher evaluation framework. It is built on a qualitative component, classroom observation scored on a state-approved framework, and now emphasizes professional growth through a Professional Learning Focus.

Which evaluation models can Oklahoma districts use?

Districts select one model from a state-approved list and use it districtwide. Common choices include the Tulsa TLE model, which scores practice across five dimensions such as Classroom Management and Instructional Effectiveness, the Marzano teacher model, and the TAP System.

Is a quantitative student-growth measure required in Oklahoma?

No. Since 2015, Oklahoma districts are no longer required to include a quantitative student-growth measure in the TLE rating. Districts may choose to include one at their own expense, but the system now places greater emphasis on qualitative observation and professional growth.

What are the TLE rating levels?

TLE uses a five-tier rating scale: Superior, Highly Effective, Effective, Needs Improvement, and Ineffective.
