Indiana PGP Point Requirements

Indiana PGP Point Requirements Overview

The Professional Growth Plan is one method of renewal, not the whole picture - IDOE's own wording - and this page covers that route. On it, the point total depends on what you are renewing. A 90-point PGP renews a five- or ten-year license, and also covers an Initial Practitioner cycle reset (a third renewal of a two-year IP license). A 40-point PGP converts a two-year IP license to a five-year Practitioner license, and a 40-point PGP is also required for every Career Specialist Permit renewal after the first one. Educational interpreters have their own currency and need 36 PGPEI points.

The math is the easy part: one clock hour qualifies for one PGP point. What catches people is the process. Renewing with a PGP has two separate components, and they are strictly ordered - you enter your PGP points into LVIS and submit them for verification, and the application itself "cannot be completed until you have received an email indicating your PGP has been verified." Leave that to the last week and the calendar, not the points, is what fails you.

Do not apply more than 45 days before your expiration date. IDOE is explicit that this backfires: the issue date of your renewed license is the date you pay, so applying early "will result in a period of loss of validity". There is no penalty for finishing requirements late - the license simply is not renewed until they are met - and any license valid on the first day of the academic year stays valid for that whole year under 511 IAC 16-1-1(e).

Approved Activities

One clock hour, one point

IDOE: "The PGP points shall be calculated with one (1) clock hour qualifying for one (1) PGP point." Conferences, workshops, committee work, school improvement work and coursework all count against that rate.

Routes other than a PGP

IDOE lists renewal paths that are not a Professional Growth Plan at all - six hours of college coursework, National Board certification, a valid IPLA license, and emergency permit renewal each have their own instructions. Check which applies to you before counting points you may not need.

CPR and AED certification

Valid CPR and AED certification from an IDOE-approved provider is listed among the required documents at renewal, uploaded with the application.

Child abuse and neglect training

Also listed among the required documents at renewal. All documentation has to be uploaded together - an application short of documents is returned, and one marked Additional Documentation Required is held 90 days and then closed, costing you another application and another fee.

Required Topic Areas

Human trafficking and suicide prevention training are INITIAL license requirements, not renewal ones

Summaries routinely list these as renewal requirements. IDOE's own pages tie both to initial licensure, which matters because a renewing teacher can waste a cycle chasing them and a new applicant can miss a hard gate.

  • Human trafficking (IC 20-28-5-12.3): required of "educators seeking an initial DOE-issued license or permit ... prior to initial licensure", at the time the initial application is submitted. A promissory note is not accepted.
  • Suicide prevention: the department "may not issue an initial educator license ... unless the applicant shows evidence" of the training. Substitute teacher permit and educational interpreter certificate applicants are excluded.
  • Separately, IC 20-28-3-6 requires teachers in grades 5-12 to participate in suicide prevention training every three school years. That is an employment obligation, not a license renewal one - and it applies whether or not you are renewing.

Points only count from the right start date

IDOE's guidance for all PGP types: "PGP Points must be obtained since the issue date of the license being renewed." There is one exception, and it is generous.

  • For the third renewal of a two-year Initial Practitioner license, the points "may be obtained since the issue date of the Original IP license" - so the whole IP period counts, not just the last two years.
  • Everywhere else, anything earned before the license you are renewing was issued does not count.

The career awareness requirement is gone

IDOE: "Professional Growth Plan (PGP) requirements have changed under SEA 319 (2020). Completion of 15 of 90 PGP points in topics of career awareness is no longer mandatory." Plenty of guidance still in circulation says otherwise. Career-focused activities, including career and technical student organizations, remain a voluntary way to earn points.

Who verifies your PGP depends on where you work

The evidence burden is very different in the two cases, and the second one surprises people who have left the classroom.

  • Working in an Indiana school: your PGP is verified within your district or LEA, and your principal or superintendent is the authority on what counts. A signed letter from a principal, superintendent or HR officer can verify points, as long as it names you and the number of points.
  • Not in a school setting, or out of state: the Office of Educator Licensing verifies it, and you must upload official documentation to support each entry in LVIS.

Know which PGP you need

90 points for a five- or ten-year renewal, 40 to convert an Initial Practitioner license to a Practitioner license, 90 for a third Initial Practitioner renewal, 36 PGPEI points for educational interpreters.

Log hours as points, one for one

One clock hour is one PGP point. Keep the certificate, transcript or signed verification for each entry - especially if the Office of Educator Licensing rather than your district will be verifying it.

Submit the PGP in LVIS and WAIT for verification

The application cannot be completed until you receive the email confirming your PGP has been verified. This is the step that turns a finished plan into a missed deadline.

Apply within 45 days of expiry, with every document attached

Not earlier: your new issue date is your payment date, so applying early loses you validity. Upload CPR and AED certification and child abuse and neglect training together with the application - an incomplete one is returned, and after 90 days it closes and you pay again.

Do PGP points expire, or count from any date?

Do Indiana teachers need suicide prevention or human trafficking training to renew?

Not to renew. Both are initial licensure requirements: human trafficking training under IC 20-28-5-12.3 is required of educators seeking an initial DOE-issued license or permit prior to initial licensure, and the department may not issue an initial educator license without evidence of suicide prevention training. Separately, IC 20-28-3-6 requires teachers in grades 5-12 to take suicide prevention training every three school years as a condition of the job rather than of the license.

When should I submit my Indiana renewal application?

Within 45 days of your expiration date. IDOE warns against applying earlier because the issue date of the renewed license is the date you pay, so an early application results in a period of loss of validity. A license valid on the first day of the academic school year stays valid for that whole school year under 511 IAC 16-1-1(e).

What happens if I miss the deadline?

There is no penalty imposed by the Educator Licensing office, but the license is not renewed until the requirements have been met. The practical risk is the verification step: the renewal application cannot be completed until you have received the email confirming your PGP has been verified.
